What is an energy performance certificate?
An energy performance certificate is an official document that assesses and certifies the energy efficiency of a building or part of it, such as a home or a commercial premises. It provides information on the property’s energy consumption and carbon dioxide (CO2) emissions, rating it on a scale from letter A (most efficient) to letter G (least efficient).
When do I need one?
The energy performance certificate is compulsory in several cases:
Sale or rental of property: Any property that is sold or rented out must have this certificate.
New buildings: All new buildings must have this certificate.
Major renovations: Properties undergoing significant renovation also need to obtain a new certificate.
Is an on-site visit by the technician mandatory?
Yes. In Spain a qualified technician is legally required to visit the property in order to issue the energy performance certificate. This obligation is set out in Royal Decree 390/2021 of 1 June, which approves the basic procedure for the energy performance certification of buildings.
What happens if the technician does not carry out the visit?
If the technician does not carry out the required on-site visit before issuing the energy performance certificate, several negative consequences can follow, both legal and practical:
Administrative penalties: Issuing a certificate without carrying out the visit can be considered a breach of the regulations. The competent authorities of the autonomous communities may impose administrative penalties on the property owner and on the responsible technician. Fines vary depending on the seriousness of the infringement.
Invalidation of the certificate: An energy performance certificate issued without the on-site visit may be deemed invalid. This means it would not meet the legal requirements and could be rejected by the official registers of the autonomous community.
How much does a CEE cost?
The cost of obtaining an energy performance certificate varies depending on the size and location of the property. In general, prices range between 100 and 300 euros. We recommend requesting a detailed quote to know the exact cost.
How long is the CEE valid for?
The energy performance certificate is valid for 10 years from its date of issue. After this period, it must be renewed to continue complying with current regulations.
What documentation is needed to obtain the CEE?
To obtain the energy performance certificate, the following documentation is generally required:
Details of the property owner.
Land registry (catastro) information for the property.
Floor plans of the property, if available.
An energy bill, such as electricity or gas.
What measures can improve a home’s energy efficiency?
Improving the thermal insulation of walls and roofs.
Installing double-glazed windows.
Using more efficient heating and cooling systems.
Installing solar panels to generate energy.
Using low-consumption appliances.
Is the energy performance certificate needed to apply for Next Generation grants?
Yes. The energy performance certificate is an essential document for accessing the grants under the Recovery, Transformation and Resilience Plan financed with Next Generation EU funds, aimed at the energy renovation of buildings.
To process these grants, two certificates are required: one before the works, certifying the property’s starting energy rating, and one afterwards, showing the improvement achieved following the renovation. The amount of the grant depends directly on the number of letters gained on the energy scale.
